Default Gossiping NPC's

I'm a little bored with the same old line from the guards, etc. What might be nice is to give them a little flavor text.
Specifically, I think that they should offer places to look for a quest giver... "I hear that the armsmaster needs a little help with..."

I just know that there were some quests I wasn't even looking to get and I just noticed the !. This is now making me feel like I have to reenter an area I thought I finished to look at every NPC.

One such quest was the Fires in the East. I thought I was done with Ascalon, but then I happened to spawn near the captain on day.

This might not be necessary for the first quest or two in the area, but for the ones that are a couple down the chain.
